Citizen Portal — Ministry of Digital Affairs

Context

The Ministry of Digital Affairs found that most administrative procedures (civil registry, land registry, permits) required an in-person visit, with multi-hour queues and processing delays reaching several weeks.

The brief given to Novenvera was ambitious: digitize the 40 most requested procedures within 12 months, without degrading service for offline citizens.

Solution

We designed a single React/Node.js portal backed by PostgreSQL, with an agent back-office processing online submissions exactly as at the counter — no double entry.

Authentication relies on a single digital identity per citizen, and every procedure has real-time status tracking, reachable by SMS for citizens without a smartphone.

The project ran in agile mode with releases every two weeks, letting the Ministry validate each module before opening it to the public.

Results

The portal launched with 40 digitized procedures and now handles tens of thousands of cases per month. More than 2 million citizens now have access to online procedures, with average processing time cut by more than 60%.
